FUNCTIONS

The Functions of the Ministry

For realization of its goals and objectives according to the legislation of the Republic of Armenia the Ministry:

1) Drafts legislative and other normative acts, generalizes the practical implementation of legal acts, and presents recommendations with the aim of improvement of the Legislation of the Republic of Armenia in the sphere of sport and youth affairs.

2) Drafts and implements concepts and specific state programs in the sphere of sport and youth affairs.

3) Takes part in the elaboration of the Draft Budget of the Republic of Armenia within the scope of its competence;

4) Administers the organizational-methodical management of athletes’ training and organization of the physical education for the population in the Republic.

5) Keeps statistics of sport activities;

6) Presents the distinguished persons in the sphere for state awards, prizes and honorary titles;

7)Awards sports titles and grades, rewards the prize winners of republican championships, activists in the sphere and organizations with medals, prizes and certificates;

8) Assists in preparation of sports reserve in the republic;

9) Realizes agitation in the sphere of sport and youth affairs;

10) Together with local state authorities ensures the implementation of sports and youth regional politics;

11) Supports the preservation, popularization and development of national sports games and the provision of variety of sports recreational activities;

12) Provides research in the sphere of sport and youth affairs;

13) Drafts and within its competences signs inter-agency international treaties, takes part in drafting of international treaties of the Republic of Armenia, ensures the implementation of international obligations of the Republic of Armenia in the sphere of sports and youth affairs.

14) With the aim of international (including with the Diaspora) collaboration in sport and youth sends sports and youth groups, individual athletes to foreign countries, assists to the development of international (as well as with the Diaspora) sports and youth collaboration and exchanges;

15) Collaborates with and takes part in the work of international (including the Diaspora) sports and youth organizations.

16) Within its competence manages the shares and stocks of non-commercial organizations. as well as of commercial organizations under its authority, carries out documentation review and audit of financial, economic, and industrial activities in organizations under its authority, oversights the budget expenditures and the effective utilization of state owned property.

17) Defines the directions of scientific-technical development in the sphere of sport and youth affairs, supports the technical re-equipment of sports, junior and youth organizations.

18) Analyses the market of services in the sphere of sport and youth affairs, organizes the summary and distribution of statistical data;

19) Ensures the development of information systems and technologies, rendering of methodical and advisory services, as well as publication of informational, popular science, methodological, educational, scientific, analytical and other materials according to state target programs in the sphere of sport and youth;

20)Ensures the organization of symposiums, conferences, seminars (including international) and other events;

21) Takes part in the elaboration of state educational standards in the sphere of sport together with the body authorized by the Government of the Republic of Armenia in the sphere of education;

22) Creates and introduces a system of administrative statistical reports (questionnaires, certificates, etc.) and with the help of corresponding registers conducts the administrative statistics of sport and youth affairs, as well as registers sports, junior and youth organizations;

23) Ensures the propaganda of sports and youth politics through mass media;

24) Assists to the establishment and development of youth services and centers providing informational, documental, consulting, social, professional and job orientation services, as well as to the solution of socio-economic problems of youth, the fulfillment of their rights and legal interests.

25) Analyses, examines and forecasts social processes in youth environment, their influence on political and social-economic conditions of the state.

26) Organizes trainings and qualification raising activities for the professionals in the sphere of sport and youth affairs, ensures the planning and scientific-methodological support in the sphere of sport and youth affairs;

27) Examines the letters from the citizens (applications and complaints), assists to the solution of the problems raised;28) Implements the informational policy and organizes PR activities.
